Harry Artz, having spent most of his professional career with Verizon, and the former Bell Atlantic and Bell of Pennsylvania Telephone Companies, has over 25 years of Information Technology expertise with the past 15 years at the executive level.

Mr. Artz joined Capitol Management Partners in 2007 and has been engaged on several senior level IT Executive Consulting engagements. Mr. Artz is a trusted industry consultant helping steer telecommunication companies towards the right decision for their business in defining IT strategy, furthering their IT capabilities, and implementing key large scale IT initiatives. He now leads the IT practice at Capitol Management Partners.

Mr. Artz’ IT experiences are somewhat unique in the industry and he brings the benefits of how to approach mega-systems, systems strategies, development, data migrations and conversions, staffing, and program and project management to his customers. He has done this both at Verizon and also as an IT Executive Consultant. He has a proven track record of success on large IT initiatives, many of the break-through in the industry, always having a clear partnership with his clients. After successfully leading Verizon’s largest IT Portfolio, his experiences with leading the Verizon Information Technologies’ Commercial Unit, and his executive level consulting, have permitted him to work with many customers and assist in not only providing high value out-sourcing services, but offering the benefit of his experience for challenges they are facing.

As an IT Executive Consultant and Managing Director at Capitol Management partners, Mr. Artz has worked with several Telecom companies. Most recently he has been working with a top 10 domestic Telecom company providing CIO inputs and insights to the President and his executive team on IT strategies, financials, processes, and improvement opportunities. He also provided criteria for a major IT outsourcing arrangement. Prior to this, Mr. Artz has been engaged by a top 5 systems integrator to work with a domestic Telecom provider in the process of converting and implementing a new set of IT platforms. Mr. Artz provided the benefit of having been involved in several previous comparable engagements to both of the above initiatives, as well as acting as an executive IT consultant for both the systems integrator and the client.

Also while at Capitol Management Partners, Mr. Artz has assisted a mid-sized Caribbean Wireless/Wireline/CLEC Telecom to develop and overall IT Strategy and Enterprise Architecture, along with an IT Business Plan and road map to advance the companies IT capability. Mr. Artz has also partnered with a incumbent IT systems integrator to a large international Telecom provider to offer “IT Thought Leadership” and to propose major shifts to a complex CRM/Billing initiative. He previously had completed a comparable engagement with another Caribbean Telecom provider in selecting a new convergent billing platform and the development of a strategic billing roadmap.

As President of Verizon Information Technologies, Mr. Artz had profit and loss responsibility for an organization that provided IT Solutions to Industry (both domestically and internationally) for both commercial customers and Verizon Affiliates. This business unit offered IT Data Center Services, Telecom Software Solutions, and Healthcare Processing and Applications, with revenues of $142m for over 30 customers in 11 countries. Mr. Artz was instrumental in selling this company, creating a new company, and maintaining several large hosting outsourcing arrangements and commercial contracts.


Mr. Artz managed the IT Program for the $1.6B sale of the Verizon Hawaii assets including a 1 year IT systems transition services and a successful exit from over 200 complex systems and related customer and network data for almost 1m customers.


As Vice President and subsequently Senior Vice President, Mr. Artz has been responsible for all of Verizon Telecom Billing Systems for over 13 years including managing staff in excess of 5000 personnel. Through the mergers of Bell Atlantic, NYNEX, and GTE this included over 20 physical billing platforms across Telecom collectively generating over 500 million bills annually.


Mr. Artz led IT efforts for Long Distance entry and the creation a data company to sell broadband services in the Bell Atlantic region. Additionally during his tenure Mr. Artz developed and implemented Billing Strategies and collapsed multiple legacy platforms, sponsored and implemented both a new nationally branded paper bill and an electronic viewing and analytic capability for high end customers. He also co-managed several Revenue and Billing Assurance programs with annualized revenue recoupment in excess of $200m for 3 consecutive years.


As an IT Development VP, Director, Manager, and Individual Contributor, Mr. Artz has been involved in all aspects of management, development, delivery, and maintenance of large Systems Initiatives.


Mr. Artz has BS in Business Administration from Columbia Union College and is a former President of both the Data Processing Management Association in Philadelphia (DPMA) and the Special Interest Group for Certified Data Processors.
