Mr. Douglas’ extensive telecommunications experience ranges from network design, build and optimization to regulatory, product management and human resources. Prior to joining CMP in 2002, Dave held numerous senior management positions within Bell Atlantic/Verizon leading teams of up to 8,000 people with budgets exceeding $1 billion per year.

Highlights from his career include:

Improving on-time performance for all installation and repair services from 91 to 96%. (high cap from 90 to 97%)

Reducing error reports of all types of service by almost 50% down to 2.4 per 100 lines per circuits in service

Reducing appointment intervals from 30 days down to 7 for high cap

Reducing the average speed of answer for all customer repair calls from 62 seconds down to 30 seconds

Improving OSS performance for all network systems from 96 to 99.9%

Reducing error rate of E911 name, address and number data bases to .2% down from 1.8%

Dave’s extensive working knowledge of IXC, CLEC and DLEC networks and business processes has been invaluable to many CMP clients who are looking to improve operational effectiveness or better understand the needs of the carrier audience.

Dave has a BA degree from Princeton University and a law degree from the University of Virginia. He also served in the US Army, attaining the rank of Captain.

Among his outside activities, he served 10 years as a member of the Board of Directors of Junior Achievement for the National Capital Area, including one term as Chairman.
